Born into the English aristocracy, daughter of the late Sir Hugh Creighton-Ward and his wife, Lady Amelia, Lady Penelope has the poise and grace of the landed gentry but nerves of steel and a hunger for action. Educated at Rowden and then at a finishing school in Switzerland, this genteel lady craved adventure, danger, and intrigue. She turned her back on the social conventions of her class and became a secret agent. Penelope was chief operative for the Federal Agents Bureau when she met Jeff Tracy, who asked her to become International Rescue's London agent. She accepted his offer and became a key member of IR's worldwide network of undercover personnel.

She is a stylish and fashionable young woman, appearing to be just another member of the aristocratic set. Her favorite designers are Elaine Wickham and François Lemaire, for whom she has modeled. These two create exclusive designs for her to wear. Penelope's parfumier, Jacques Verre, mixes a special scent just for her: Soupçon de Peril.

Her wealth is evident in her choices of transportation. She owns a fabulously appointed pink Rolls-Royce, christened FAB 1. The car is bulletproof and has a variety of onboard gadgets to aid her in her work as a secret agent. She also owns a private yacht called FAB 2, and her prize-winning racehorse is named FAB 3.

Penelope's headquarters is the palatial Creighton-Ward manor outside of Foxleyheath, England. She lives there with her butler-chauffeur and jack of all trades, Parker, and her cook, Lil. She often entertains the Tracy family for holidays. She has a sheep farm in Bongo-Bongo to which she retreats for rest and relaxation. Penelope maintains a direct link to Tracy Island through several different covert devices, including her powder compact and her teapot.

To those around her, Penelope seems the epitome of the wealthy and pampered English nobility. But beneath the surface is a young woman who is always ready for danger and excitement as she works for International Rescue.
