I would like to suggest Belfast, Northern Ireland as a place for offices and manufacturing. My reasoning is that there is already a long-standing aeronautical manufacturing industry here. Because of the amount of development that's happening here now I can imagine a huge manufacturing plant/testing grounds could be here in reality in the future.
